All of us need to come up to speed on this. It is Soros's son project and it throws a states electoral votes to the national vote winner.

They make VERY compelling arguments for it, but it ends up being a end around the constitution. And if 51% of the country ends up NOT paying tax's, well then it becomes mob rule. And if you have been paying attention more and more folks are on the food stamp program than ever before.
